To review the crunchy bits. There is no known connection between any combination of the following Qumran, Essenes, Dead Sea Scrolls. What is known is they were originally found near the Dead Sea in occupied Palestine. They were originally housed in what is now occupied Palestine. When Jordan occupied that part of Palestine the scrolls remained under the control of the curators of the museum. When Israel became the occupying power it took control of them. Under the existing treaty on antiquities this constitutes looting.
